LAW ENFORCEMENT & MUNICIPAL LOST-AND-FOUND

From found property
to a clear next step.

We’re exploring a restricted lookup workflow that helps authorised teams route a Captur-tagged item to its registered owner, with a valid purpose and a record of access.

LOOKUP PORTAL CONCEPT

The right route.
The minimum data.

A verified staff member would enter the Captur ID and a case or incident reference. The workflow would confirm whether an item is registered and offer an approved contact relay or hand-in route.

Personal owner details would only be disclosed where a separate, documented legal basis permits it. A Captur registration is a recovery clue, not conclusive proof of ownership.

The portal is not live. Demos use synthetic records. A police case number alone does not establish authority to access personal data.

ACCESS SHOULD BE ACCOUNTABLE

Safeguards before
a single real lookup.

These requirements will guide the portal pilot and be assessed with the participating authority and its data-protection team.

Verified staff access

Approved organisations, individual accounts, strong authentication and role-based permissions. No public owner-search endpoint.

Valid purpose and reference

A case or incident reference is required alongside a documented purpose and appropriate legal authority.

Every query logged

Record the staff account, time, purpose, reference, queried ID and outcome. Define access reviews and proportionate log retention.

Limited disclosure

Use a contact relay by default. Owner data is only disclosed to authorised recipients where a lawful basis supports it.

Abuse prevention

Rate limits, access reviews and escalation for unusual queries. A pilot must define suspension and breach-response procedures.

Privacy assessment

Agree controller roles, processing terms, retention and applicable GDPR or law-enforcement rules. Complete a DPIA where required before real data is used.

FOR MUNICIPAL LOST-AND-FOUND OFFICES

A citizen pilot
with a clear hand-in route.

We propose a limited free sticker cohort for citizens, sized with the participating municipality. The office would retain its statutory role while Captur tests registration, contact routing and the practical effort needed to return items.

Before launch, we would agree who holds each record, who may access it and how to handle unregistered items. The pilot would measure activation, verified returns and staff time, with no claim of guaranteed savings.
